Ukraine has extended anti-dumping duties on cement from Moldova, Russia, and Belarus until 2030

The Ukrainian media reported this, noting that on May 21, the Interdepartmental Commission on International Trade (ICIT) decided to extend until 2030 the definitive anti-dumping measures on imports into Ukraine of cement originating from Russia, Belarus, and Moldova. This decision was the result of the ICIT's review of anti-dumping measures imposed in 2019 following an anti-dumping investigation into imports of cement, in particular cement clinker and Portland cement, into Ukraine. The review of the anti-dumping measures was initiated in May 2024 in connection with the expiry of the five-year period of validity. As a result of the review, the existing anti-dumping duties on products from Belarus, Russia, and Moldova were extended for five years at the rates of 57.03%, 114.95%, and 94.46%, respectively. Earlier, in October 2023, the Ministry of Economic Development and Digitalization of Moldova reported that Ukraine would lift anti-dumping duties on cement imports from Moldova, noting that the Ukrainian side had announced this following constructive discussions held during a meeting of the co-chairs of the Moldovan-Ukrainian intergovernmental commission on trade and economic cooperation in Odessa. One of the main topics discussed at the meeting was Ukraine's application of anti-dumping duties on cement imports from Moldova, which affects the activities of cement producers in Moldova and has a negative impact on bilateral trade between the two countries. In this regard, State Secretary of the Ministry of Economic Development and Digitalization Vadim Gumene insisted on the request to cancel the anti-dumping duty on imports of Moldovan cement to Ukraine in the near future in order to avoid Moldova initiating trade defense proceedings in sectors affected by massive imports from Ukraine.
