
Moldova announced a new auction for the lease of retail premises in the Duty Free zone of Chisinau airport, which will be held under new terms.
As it is noted in the message of the Chisinau International Airport administration, in particular, in order to increase the efficiency, the tender for the lease of unused assets, retail space for catering and specialized trade for sterile area, Duty Free zone in the premises of Chisinau airport will be held according to new criteria. In particular, the auction will be divided into 2 separate lots by areas: one for travel retail - Travel Retail (stores) and the other - for food and beverages - Food and Beverages (restaurants). In addition, the number of airports at which participants must demonstrate activity has been reduced from 10 to 7. The lease period for premises has been extended from 3 to 5 years. The mandatory criteria have also been reworded and additional explanations have been provided, leaving no room for interpretation. The information announcement about the new tender will be published in Monitorul Oficial (the Official Journal of Moldova) on May 31, and at the same time the Terms of Reference will be published on the airport's official website: www.airport.md. It is planned that applications for participation in the auction will be accepted from June 1 to June 24. The dossiers will be considered on June 25-26, and on June 27 the tender is scheduled to be held and the winner announced. As it was reported earlier, only 2 companies - LeBridge and Lagardere - applied for the first auction announced earlier for the lease of commercial areas for catering and specialized trade for the sterile zone, Duty Free zone in the premises of Chisinau airport. The Public Property Agency and the capital's airport informed that due to the lack of sufficient competition, as well as some shortcomings in the process of organizing the auction, it was decided to hold a new tender. At the same time, between March 11 and March 25, Lagardere Travel Retail was the only company that submitted a dossier to participate in the new auction. In this regard, the tender commission decided to extend the deadline for submitting applications for participation in the tender until April 15. It was said that if at the end of the extended term of the auction, only 1 dossier is submitted, the organizer of the tender will consider the procedure completed. Subsequently, Chisinau Airport reported that the deadline for submitting bids for participation in the auction expired on April 15 and only 1 bid was received from Lagardere Travel Retail. The Tender Commission examined the dossier submitted by Lagardere Travel Retail, and after examining the materials submitted by this company regarding the qualification conditions, the members of the Tender Commission found that Lagardere Travel Retail did not submit all supporting documents to pass to the final stage. Thus, the auction for the lease of the unused property for the Travel Retail & Food and Beverages business was halted. Subsequently, it was reported that a new auction will be held after changing the conditions of participation in order to attract more well-known international companies. As InfoMarket reported, earlier Capi-Lux (B&S Grup) announced that it would not participate in the repeated auction for the lease of commercial space at Chisinau airport. In particular, Capi-Lux, partner of Le Bridge Corporation, together with which in February they submitted a tender for the right to manage commercial premises at Chisinau Airport for catering services and specialized trade in a sterile public area (Travel Retail, Food and Beverages), announced that it is no longer interested in participating in the re-tender announced in March. After a comprehensive analysis of the requirements and context of the tender, the company has concluded that, for strategic reasons, it is not in its interest to continue the process. For this reason, Le Bridge Corporation will also not participate in the tender as it does not meet the requirements of the tender specifications. Nevertheless, the company reaffirmed its commitment to high quality and service standards, stating that it will continue its Travel Retail activity at the land borders of Moldova. // 29.05.2024 - InfoMarket.
