
Romania plans to introduce an authorization mechanism for grain imports from Moldova and Ukraine.
In particular, the Romanian Ministry of Agriculture and Rural Development has published for public consultation before the adoption of a decision a draft emergency regulation establishing the legal framework for imports of agricultural products from Moldova and Ukraine, more precisely, introducing a mechanism of authorization of Romanian economic operators to allow imports of 4 products: wheat, corn, sunflower seeds and rapeseed. The draft decision stipulates that the authorization to import agricultural products from Moldova and Ukraine can be granted only to Romanian economic operators operating in the following economic sectors: production of oils and fats; production of bakery products; production of ready-made fodder for farm animals; animal husbandry. Agricultural products that may be subject to import under the terms of a regulation subject to public consultation: wheat, corn, rape or stubble seeds, crushed or uncrushed, sunflower seeds, crushed or uncrushed. According to the law, the procedure for obtaining authorization will be as follows. An economic operator with head office and working point(s) on the territory of Romania, intending to import agricultural products from Moldova and Ukraine, applies to the Ministry of Agriculture for import authorization based on the submission of a document confirming the need to complete the stocks, as well as other necessary documents specified in the project. The Agrarian Authority, based on the opinion of the Authorization Commission, issues the import permit after the Romanian authorities have verified the information submitted by the operators requesting the permit. The economic agent must submit a certificate of conformity of the imported products issued by the National Sanitary Veterinary and Food Safety Authority. The Ministry of Agriculture will issue the import authorization through the Authorization Commission. Based on the import permit issued by the Ministry of Agriculture, the Romanian economic operator will conclude an import contract with an economic operator licensed by Moldova or Ukraine for the required quantity of products, and the import operations will take place under the control of the Romanian customs authorities.
