The American Chamber of Commerce in Moldova (Amcham Moldova) presented such a proposal in the context of the discussion of the Digital Transformation Strategy for 2023-2030. The organization has formulated 10 of its recommendations in this area. In particular, it is proposed to develop and implement a system for informing about the policy and strategy of digital transformation. An online platform should be created on the strategy and actions taken in this area, information campaigns should be organized, etc. To increase the digital involvement of the population, it is proposed to regulate the scope of e-KYC electronic identification, as well as to digitize internal relations in companies, forming the skills to use digital services for more people. It is proposed to support the digitalization and digital transformation training of small and medium-sized businesses, and not just start-ups and small enterprises. It is noted that there are still many large companies in Moldova that work only with accounting programs, Word, Excel documents, which are subsequently printed. Part of the processes in companies can be optimized through digital solutions. Amcham believes that many top managers are unaware of the benefits of digital transformation and should be educated. Digitalization training is also necessary for civil servants, including at the management level: often all digitized documents are duplicated on paper. Amcham believes that every government agency should have a person responsible for digital transformation. It was also proposed to revise the procedure for concluding contracts for IT services by state institutions within the framework of tenders - today the conditions of tenders are not specific enough, it is difficult to assess them correctly.
