Moldova to expand the right to social benefits for independent entrepreneurs
In particular, independent entrepreneurs who pay state social insurance contributions will have access to the same types of social benefits as other categories of insured persons. This is provided for by the relevant amendments to the current legislation, which have been approved by the government. Thus, freelancers working legally will be able to receive temporary disability benefits, maternity benefits, family benefits, and paternity benefits. It should be noted that on January 1, 2026, a new tax regime for independent economic activity of individuals, known as the “Freelancer Law,” came into force. The government supports private initiative and business start-ups so that the potential, innovation, and creativity of citizens can be transformed into entrepreneurial activity, so that this process is as simple and accessible as possible, and so that we can generate economic growth together. Freelancers pay a single tax of 15% of their income, with an annual income not exceeding 1.2 million lei. This single tax includes all basic tax obligations: income tax, state social security contributions, and mandatory health insurance contributions. For income exceeding the limit of 1.2 million lei, a flat tax of 35% applies. Freelancers are not required to keep accounting records, hire an accountant, or file tax or statistical returns. Taxes are paid through a special bank account, and income is automatically recorded by the State Tax Service. Registration as self-employed is free and available online.
