ANRE released blocked capacity in the grid and imposed fines for unused connection permits totaling over 131.3 million lei
The National Agency for Energy Regulation (ANRE) announced this, noting that it introduced a fee for unused connection permits to prevent grid capacity from being blocked and ensure the efficient use of electricity infrastructure. This measure applies to connection permits for power plants with an installed capacity exceeding 200 kW that were not used within the legally established deadline. It applies to permits that owners have not voluntarily relinquished by June 30, 2025, in accordance with the terms established by the regulatory framework. To date, ANRE has applied the fee for unused permits to nine projects (eight photovoltaic plants and one wind farm) with a total capacity of 262.45 MW, which were reserved in the grid but not used for actual investment. The total amount of the imposed fee is 131,385,000 lei, representing 50-70% of the financial guarantee associated with connection permits, in accordance with the provisions of the Resolution on Financial Guarantees for the Proper Execution of Connection Permits. ANRE's decisions have been submitted to the State Tax Service for execution.
