The World Bank supports the reform of road infrastructure in Moldova

The Ministry of Infrastructure and Regional Development reported this, noting that this was stated during a working session held on April 14 at the Ministry with international experts and representatives of key Moldovan institutions, who discussed concrete measures to modernize the road maintenance system and reorganize the State Road Administration. The strategic directions of the road sector reform in Moldova were presented, the current state of reorganization of the State Road Administration, problems in this process, additional needs and next steps were analyzed. The World Bank experts presented the Lithuanian model of road maintenance as an example of best practice, emphasizing its success in ensuring sustainability and efficiency of the road infrastructure network. They explained how this model can be adapted and implemented in local conditions, taking into account the specificities and needs of the infrastructure in Moldova, in order to increase productivity and reduce long-term maintenance costs. The implementation of performance-based contracts in road maintenance was also discussed during the working session. The concept is being implemented in Moldova with the support of the World Bank and is aimed at improving the management of infrastructure projects and improving the quality of works in the road sector. Minister of Infrastructure and Regional Development Vladimir Bolea said that the reform of the State Road Administration is very important to transform the way roads are managed and maintained in Moldova. “Our goal is to build a more efficient, transparent and accountable system that better meets the needs of citizens. The World Bank brings its international expertise and experience to support this transformation and is contributing to defining clear maintenance standards, creating an effective road management model, and strengthening institutional capacity. The introduction of new international contractual clauses is welcome as they will bring a clear and well-regulated framework for all road projects.
