
Moldova will implement a system of advance passenger information (API) and air passenger name record (PNR) through the goTravel AIR software solution
This is provided for by a Memorandum of Understanding between the Government of Moldova and the United Nations, ratified by Parliament, to license the goTravel AIR software solution and provide related support services. The use of the goTravel AIR software solution will be free of charge for the first 2 years. The UN will also provide any patches, upgrades, training and support. The goTravel AIR software solution is fully prepared to connect to core services such as INTERPOL i24/7 or PISCES, as well as to other platforms already implemented by international partner organizations. This will increase the efficiency of cross-border cooperation and contribute to preventing and combating illegal migration, transnational crime and other security threats. Starting from 2027, the annual fee for the use of goTravel AIR will be $50 thousand, and this amount will cover the licensing, maintenance and technical support of the system. The API and PNR systems will be managed by the Advance Passenger Information Unit of the General Inspectorate of Border Police. A Memorandum of Understanding between the Government of Moldova and the UN was signed on January 16, 2025. In 2023, Parliament adopted a legislative initiative that envisages the use of data from the API system in the field of air transportation, which will subsequently be shared with the competent authorities of the country and other states, as well as with Europol. This will contribute to the implementation of security measures by identifying individuals associated with terrorist groups and formations, suspected terrorists or travelers who pose a threat to national security. GoTravel AIR is an internationally used solution that automatically collects and analyzes passenger travel data, identifying risks in real time. The system integrates international databases, automates border control, and uses advanced algorithms to detect threats. This process will improve national security, reduce the time required for controls, and Moldova will become compliant with global standards for data management and border security.
