
In Moldova, the airport modernization fee, which amounts to 4.5 euros for each departing passenger, can be abolished.
This is provided for by the project developed by the Ministry of Infrastructure and Regional Development on the approval of tariffs for airport services provided by the State Enterprise “Chisinau International Airport” for 2024. In particular, the department proposes to abolish the fee for preliminary financing of investment projects (tariff for airport modernization) from 2024, at the same time, maintain at the current level all other tariffs for airport services for regular flights operated to/from Chisinau airport. The airport modernization fee accounts for 14.8% of all revenues at Chisinau Airport. The abolition of this fee will lead to a deficit of 130 million lei, which is planned to be covered by increasing passenger traffic and attracting new airlines. According to the ministry's forecasts, in 2024 the number of passengers served by the airport may increase to 3 million (for arrivals and departures), or by 7%. The department believes that the abolition of fees for modernizing the airport will increase its attractiveness for low-cost airlines, which will lead to the availability of regular flights, stimulate the growth of passenger traffic in the long term and the opening of new destinations. It is worth noting that the largest amount of income at Chisinau Airport comes from the landing fare, which is 7 euros per passenger on regular flights and 8.7 euros on irregular routes. Another 12.8% of revenue is provided by the landing fee - 7 euros/ton of Maximum Take-Off Weight (MTOW), 8.6% - the tariff for ensuring aviation security (2.5 euros per passenger per departure for passenger air travel, 5 euros per ton of cargo or mail for cargo and 0.3 euro/ton MTOW is paid by aircraft without commercial cargo). The fee for excess aircraft parking forms 0.3% of the airport's revenue, its size will remain at the level of 1.71 euros per ton per day. Herewith, the department initiated a project to develop an order to approve the Program of benefits and exemptions for the payment of tariffs for airport services.
