Moldova will amend legislation that will contribute to improvements in the road transportation sector.

The Government approved and submitted to the Parliament a draft law, which provides for the amendment of three laws - the Motor Transport Code, the Law on Road Traffic Safety, the Law on Regulation of Entrepreneurial Activity by Authorization. The draft law is aimed at simplifying the conditions of transport operators' activity, decentralization of a number of processes, wider participation of local public administration authorities in the process of organizing road transport. Thus, in the context of decentralization of activities on organization of paid road transport in district, local, inter-district traffic, it is proposed to issue authorizations for each category of entities: authorization for road transport of passengers on district regular routes, separately - on local/municipal routes, separately - on inter-district routes. They will be issued free of charge, for a period of 8 years. There will also be introduced a permit for the activity of technical inspection of vehicles that transport perishable goods (free of charge, for 5 years). Passenger road transportation on international routes will be carried out on the basis of a permit issued for a 5-year term. The Law on Road Traffic Safety will provide for the possibility of vehicle conversion by companies that have obtained the relevant authorization from the National Agency for Motor Transport (ANTA). It will be possible to retrofit vehicles in the presence of special technical documentation of the manufacturer of the modified vehicle, according to its own special technical documentation developed in accordance with technical regulations. Time limits will be abolished on international trips, and the interval of trips on domestic routes will be reduced to 15 minutes. According to the project, the sphere of road transportation will be digitized. Transport operators will no longer have to use a trip ticket, and all documents already existing in ANTA systems will be abolished (information on technical inspection and certificates of professional competence).
