
In Moldova, airlines will transmit passenger data in advance to a special unit of the Border Police.
This includes a bill approved by the government on the use of data from the registry with the names of passengers. In particular, air transport operators will be required to transmit data on all passengers on all flights – both departing from Moldova and arriving in Moldova, including those traveling in transit or for transfer. Data will be transmitted as relevant information becomes available, but not earlier than 48 hours and later than 24 hours of the scheduled flight; immediately after the flight closes, i.e. immediately after passengers board an aircraft about to take off and when passengers are unable to board or disembark; in the absence of passenger registration data, the air carrier will send updates every 2 hours. The list of information that will be transferred to the Border Police includes 24 categories of data: reservation code and date of ticket sale, flight information, passenger information (name, surname, date of birth, scientific degree/rank and other information), data on the form of payment ticket (cash, credit card, currency, etc.), departure and landing schedule, data of the travel agency/agent who reserved the ticket or purchased it, chronology of passenger check-in for the flight, including check-in, etc., baggage data, general number of passengers on one flight, etc. The data will be received and processed by a unit of the Border Police specially created for this purpose, which will keep a log of passengers and exchange similar information with other countries, including with the European Agency for Cooperation in the Enforcement of Laws. The bill regulates the transfer of passenger data and its processing, including the protection of personal data of passengers. Data will be transmitted exclusively by push method (automated delivery of personalized information) and stored for 5 years. The bill is planned to come into force 12 months after publication. The costs of implementing the project will be covered within the framework of the project by the International Organization for Migration with a budget of $195 thousand: these funds will be used to purchase special equipment to equip the passenger data collection unit, equip the office and organize training visits and familiarization with the Go-Travel system, which is applied in other countries. The software for this system will be provided free of charge by the UN. At the same time, starting from the third year of operation of the system, Moldova will contribute to its support, like the other 66 states that use it.
