
Moldova to join the European Car and Driving License Information System (EUCARIS).
In particular, Moldovan Parliament adopted in two readings the draft law on Moldova's accession to the Treaty on the European Car and Driving License Information System (EUCARIS), signed in Luxembourg on June 29, 2000, and the protocol amending the relevant treaty, signed in Luxembourg on June 8, 2017. EUCARIS is a common data and information exchange system for vehicle registration, driving licenses, accompanied by personal data, and has the advantage of a fast and interactive data exchange, which is important for checking vehicle registration, combating car theft and related document fraud. Through this information platform, signatory countries can exchange information in real time to verify the authenticity and condition of a vehicle (stolen, seriously damaged, etc.) if it is registered in another member state. Thus, after accession to the EUCARIS treaty and its amending protocol, Moldova will have access to a highly efficient record-keeping system in the field of vehicle and driver's license registration, and will have up-to-date and accurate data in this respect. Competent services and motorists of Moldova will be able to confirm the authenticity of documents and data of vehicles registered on the territory of most European countries. Currently, 34 states are parties to this treaty. The purpose of the EUCARIS information system is to guarantee the accuracy and reliability of the central databanks of the interested parties concerning the vehicles and the driving licenses; to contribute to the prevention, investigation and criminal prosecution of illegal acts against the rules in each state concerning the driving license, registration of vehicles and other types of fraud and criminal acts with vehicles; to exchange information in a rapid way to make the administrative measures taken in order to increase the effectiveness of the administrative measures taken in each state. The primary purpose of the Treaty is to support the prevention, investigation, and prosecution of illegal conduct contrary to each State Party's regulations in the areas of driver's licenses, vehicle registration, other vehicle fraud, and criminal acts involving vehicles or their registration. According to the document approved by the Cabinet, the Public Services Agency will become the national registration authority responsible for managing the central data banks of vehicles and driving licenses required by the EUCARIS system.
