Moldova launches online tool for filing consumer complaints
The European Consumer Center Moldova (ECC Moldova) has launched a “Consumer Page” on its website—an online tool that provides citizens with access to complaint-filing mechanisms and consumer protection services. The new tool helps users navigate three steps: familiarize themselves with their rights, properly file a complaint, and identify the competent authority if the dispute cannot be resolved directly with the seller or service provider. The platform also features a standard complaint form that can be downloaded, filled out, and sent to the business entity. The complaint form can be used in cases of purchasing defective or non-compliant goods, poor-quality service provision, refusal to honor a warranty, misleading advertising, as well as in cases of hidden costs or unfair contract terms. Depending on the situation, consumers may demand repair or replacement of the goods, a price reduction, a refund, rectification of service deficiencies, or compensation for damages. The consumer page also provides guidance on which government agencies to contact if the issue has not been resolved by the seller. ECC Moldova explains the need to launch this tool with the 2024 legislative changes, which eliminated the requirement for economic agents to maintain a complaint log. While this reduced the administrative burden on businesses, it created a need for a clear and standardized mechanism for consumers to file complaints.
