The Ministry of Labor and Social Protection proposes to amend the rules for applying for energy compensation and assignment of the energy-vulnerability (EV) category to household consumers.
According to the draft, registered with the State Chancellery, the assignment of the EV category would be made monthly on the 25th, based on data available in the Energy Vulnerability system. Applicants have the right to register in the system only once a year and can change the declared data within 5 days of registration. Vulnerability will be assigned to consumers registered in the system who have not previously been assigned an EV category. In other cases the data can be changed only in justified situations, on the basis of an application submitted to the Ministry of Labor and Social Protection and a separate order of the agency. It is envisaged that consumers who have not registered in the system will be assigned an average EV category in November and from December 2022 to March 2023 - a low EV category. Accordingly, they will receive minimal compensation. The declared income will not include a lump sum birth allowance, burial allowance, amounts for natural disasters and emergencies, care, escort and supervision allowances, as well as child support. It was also proposed to supplement the list of energy consumers who will have the right to apply for compensation - domestic energy consumers who have direct contracts with energy suppliers, including from gardening associations, from dormitories and residential buildings, regardless of form of management and form of ownership, etc. The project must be approved by the government. // 18.11.2022 - InfoMarket
