Moldova launched the platform compensatii.gov.md where citizens can apply for partial compensation of energy tariffs during the cold period of the year.

The Ministry of Labor and Social Protection officially presented the new platform, voicing its main parameters and operating principles. According to the head of the Ministry of Labor and Social Protection, Marcel Spatari, the platform has been developed with the support of the EU, UNDP and the Slovak Government, within the program "Overcoming the energy crisis in Moldova" (the total budget of which is 10 million euros). To receive monthly compensation, household consumers must register with the Energy Vulnerability Register at compensatii.gov.md. This electronic system allows the accumulation of data necessary to assign consumers to one of the categories of energy vulnerability (EV): very high EV (energy costs account for 90% of household income), high (35%), medium (20% or more), low (10%), energy invulnerable (less than 10%). Classification of categories of vulnerable consumers is based on a number of parameters approved by the government: income, number of family members, share of energy costs in household consumption, type of heating system used, etc. When applying for the EV category, the applicant must indicate the monthly income of each household member for the last six months (of any origin, including social benefits, income from entrepreneurial activity, social assistance, etc., except for the one-time allowance at child birth, funeral aid, compensation for natural disasters or emergencies and payments for care and support of certain categories of citizens). The energy vulnerability category will be assigned on the basis of a coefficient calculated as a ratio expressed as a percentage between expenditures on energy resources and a family's disposable income to pay for energy. Compensations will be transferred directly to suppliers' accounts and will be reflected in consumers' bills for the energy used: gas, heat, electricity. Compensations will be provided for 5 consecutive months (from November to March). In order to receive compensations starting from November of this year citizens must register on the platform until November 15. In early November, the government is expected to approve the amount of compensation of tariffs for each type of energy resources. The department estimates that 90% of consumers will receive compensation. Household consumers recognized as energy invulnerable will not receive compensation. These include citizens who own 4 or more residential units; own 1 or more real estate units with a total value of over 3 million lei; and citizens whose expenditures for energy payments are less than 10% of their incomes. Also, households may refuse compensation voluntarily. At the same time, the housing unit not registered at the request of the consumer will be assigned a category of medium vulnerability. A green line 0 8000 5000 has been launched to help consumers register on the platform.
