A new assessment model has been approved for the purpose of taxation of apartments located in multi-storey residential buildings in the cities of Moldova and in the villages that are part of the Chisinau and Balti municipalities.

The corresponding order of the Agency for Land Relations and Cadastre was published this week in Monitorul Oficial and entered into force. It replaced the order in force since 2004 on the approval of the valuation model, correction factors, base values and maps of value zones for the valuation of apartments and other residential premises. According to the new appraisal model, the cost of apartments located in multi-storey residential buildings for tax purposes is determined taking into account the following indicators: total area, the lifetime of the residential building and the assessment of the object, the floor of the apartment, the connection of the apartment to the gas supply system, the material of the walls of the multi-storey building, coefficients that take into account the level of development of the real estate market of the settlement in the segment of apartments and the value zone, as well as multiplicative correction factors that reflect the location of the apartment in the value zone. For the adequate application of these coefficients, a map of the cost zones of all cities of Moldova and suburban settlements of Chisinau and Balti was compiled with an appropriate description. Recall that the development of a new model for assessing apartments for tax purposes began last year, with the participation of international expert Paul Bidanset. The basis for the development of a new model was the primary data on transactions for the sale of apartments and offers for sale, collected in 2017-2022 by local consultants and specialists of territorial cadastral services.
