
Technical expertise procedures in construction will be streamlined.
This is provided for by amendments to the Regulation on technical expertise in construction, approved by the government at a meeting on Wednesday. This document establishes the procedure, forms, objects, content and subjects involved in the implementation of the technical expertise of buildings in order to ensure and maintain the technical condition of buildings in accordance with the basic requirements of the law. The changes introduced provide that the process of supervision and management of activities in the field of technical expertise will be managed by a separate body, which is subordinate to the central specialized authority in the field of construction. The ban on technical expertise of private residential buildings, one-story garden houses and utility rooms will also be lifted, which will help maintain the technical condition of buildings in accordance with technical requirements, as well as reduce the risk of interference with existing buildings in rural areas and garden partnerships. Individuals and legal entities will be excluded from the list of applicants for technical expertise, as they fall under the concept of owners and users of buildings, who have the right to request an expertise. At the same time, in order to simplify the access of owners and users to the examination process, the consent of the expert council will not be required during the re-examination. The procedures for appealing the results of technical expertise will also be streamlined, and some bureaucratic procedures will be abolished.
