A new highly efficient combined cycle heat and power plant (CHPP) with an electric capacity of about 250 MW and a thermal capacity of about 180 MW is to be built for the development of Termoelectrica

The Ministry of Energy reported this, noting that the options for the development of heat and electricity production capacities within the capital's Termoelectrica company were analyzed as part of an extensive feasibility study, the final version of which was presented at meetings organized with the participation of representatives of structures and agencies in the energy sector and the World Bank. Among the proposed options, the construction of a new highly efficient CHPP with an electrical capacity of about 250 MW and a thermal capacity of about 180 MW, which will replace CET-1, was identified as the best recommended solution. State Secretary of the Ministry of Energy Constantin Borosan said that modernization and replacement of the existing infrastructure of heat and electricity generation is an urgent need due to the fact that the existing installations are at the end of their useful life. According to him, it is necessary to provide new heat and electricity generation capacities within Termoelectrica and these solutions are part of the country's strategy to ensure energy security as well as increase domestic power generation capacities. A total of 5 technical solutions are proposed in the study, each option considered includes highly efficient cogeneration technologies combined with renewable energy sources, energy recovery from waste, heat storage, heat pumps, etc. Thus, Termoelectrica's new heat and power generation capacities will be based on combined cycle gas and steam turbines, internal combustion engines combined with energy recovery from waste, heat pumps and electric boilers, solar collectors and thermal energy storage batteries. During the discussions, Ruslan Surugiu, Director of the Consolidated Unit for the Implementation and Monitoring of Energy Projects (UCIPE), noted that the proposed technical solutions offer a clear perspective for Termoelectrica to become a much more competitive player in the energy market. The power plant in the proposed configurations can also operate in summer to produce electricity with an electrical efficiency of about 55%, which will make a significant contribution both to providing energy for domestic production and to balancing and integrating renewable energy sources. At the same time, Termoelectrica General Director Iurie Razlovan noted that the company's team was actively involved in the analysis of technical solutions together with the consultant, so this may be the first step to define a new level of development and modernization of power plants with modern and efficient technologies. The development of the feasibility study is part of the second District Heating Efficiency Improvement Project (PIESACET-2) financed by the World Bank. The company has contracted the feasibility study with an association of COLENCO Ltd. (North Macedonia), EKONERG Ltd. (Croatia) and Urban Technology Alliance (UK), selected through an international tender. The project is implemented by the Government of Moldova through the Ministry of Energy and UCIPE with the support of the World Bank.
