
Residents and/or apartment building managers will have to submit a mechanism for heat consumption distribution to heat suppliers, starting October 1.
This is stipulated by amendments to the Regulation on the provision and payment for communal and non-communal services, approved by the government at a meeting on Wednesday. It is noted that if this mechanism is not submitted, the residential building will not be connected to the centralized system of heat supply until December 1. If it is not submitted even before December 1, the residential building will be connected subject to the provisions of a special methodology approved in the regulation. To correct the inequality between commercial premises (where the height is higher than on other floors) and the rest of the premises, a coefficient has been introduced to take into account the heated volume. In the case of disconnected apartments with external walls in perpendicular (corner) planes, the payment for their heating is calculated by applying the reduction coefficient 1/1.2. The ceiling/technical floor or floor component is also excluded for apartments disconnected from the public heating system SACET and located on the first or last floor. Regarding hot water allocation, the volume of hot water registered by the common meter of the apartment building is allocated to the apartments in the condominium by the condominium association/manager/intermediary in accordance with the decision of the general assembly. If the method of cost allocation is not established by law, the difference is allocated proportionally to the individual consumers. For example, to all owners/tenants of apartments with individual meters, confirmed by the association representative/manager or by electronic means. Or only to apartment owners/tenants without meters or who have not confirmed individual meter data - in the case of houses with and without meters. Separate provisions apply to lighting and elevators. Thus, the association/manager may request the distribution system operator to disconnect debtor consumers from the electricity grid in order to avoid accumulation of debts throughout the building and possible disconnection of electricity supply to common areas and elevators. Distribution of electricity consumption for general lighting and elevator operation will be done by the supplier according to the share of the total area of apartments, and if the distribution is done by the manager, it will be distributed in proportion to the number of residents in the building. // 18.04.2024 - InfoMarket.
