The Cabinet of Ministers approved the relevant draft law elaborated by the Ministry of Energy. The program is aimed at creating financial instruments for the implementation of energy efficiency policies in the residential sector. It is noted that the residential sector accounts for about 48% of the gross final energy consumption, while the energy efficiency, i.e. the amount of energy per square meter of housing, is more than 2 times higher than the EU average. The objective of the Fund is to promote and facilitate the efficient use of energy by household consumers by harnessing the potential to improve the energy efficiency of energy consumption in residential buildings. Through the Residential Energy Efficiency Fund, the beneficiaries - owners of individual residential buildings and condominium owners' associations - will be able to receive financial assistance for the implementation of energy efficiency measures. Energy efficiency assistance will be provided through payments to vulnerable households to partially cover the costs of energy efficiency improvements and grants to cover investments in energy efficiency improvements in buildings. The Residential Energy Efficiency Fund will be an internal unit of the National Center for Sustainable Energy. It will be generated from donations and grants from development partners and donors, as well as from the Energy Vulnerability Reduction Fund. The implementation of the program is expected to reduce household energy costs, increase housing comfort, improve the aesthetic appearance of buildings, increase property values and reduce carbon emissions. From January 1, 2024 to December 31, 2027, it is planned to save energy at household consumers with the equivalent of at least 5.76 thousand tons of oil equivalent (Ktep), and to ensure the renovation of at least 507 thousand square meters of heated area in residential buildings. About 1.5 billion lei will be needed to implement the residential energy efficiency program in 2024-2027.
