Moldovan government approved procedures for expropriation of land for the construction of the Vulcanesti-Chisinau high-voltage transmission line.

In particular, it is stipulated that land plots located within the construction site of the 400 kV Vulcanesti-Chisinau transmission line, declared a project of national importance, will be expropriated and their owners will be compensated. The relevant decision was approved by the government. According to the Energy Ministry, the transmission line will increase Moldova's energy security and strengthen the interconnection with Romania by extending the Isaccea-Vulcanesti interconnector to Chisinau. The construction of the Vulcanesti-Chisinau transmission line is part of the Energy Strategy until 2023 and the Electricity Roadmap until 2023, with completion scheduled for the second half of 2025. After the entry into force of the government decision adopted on December 21, about 900 land plots in private and state ownership of Taraclia, ATU Gagauzia, Cahul, Leova, Cimislia, Hincesti, Ialoveni and Chisinau municipality (Bacioi commune) will be expropriated and transferred to the state. The evaluation of the amounts of compensation granted will be provided by the Project Institute for Territorial Organization in accordance with Moldovan legislation and evaluation reports prepared by independent appraisers. To facilitate the expropriation procedure, to ensure effective communication at the district and local levels, Social Impact Monitoring Committees have been established, which will ensure public participation in the impact monitoring process, receiving complaints and providing assistance to landowners. Meanwhile, to ensure the right to fair compensation, a Dispute Resolution Commission will be established by a government decree. Owners who do not have the necessary documents (confirming ownership/other rights to the land plot) or who, due to objective circumstances, are unable to claim compensation, will be entitled to inform the Consolidated Unit for the Implementation and Monitoring of Energy Projects (UCIPE) and request support on how to obtain compensation. The expenses planned for the expropriation of lands from the affected persons, including services for cadastral works performed by the Design Institute for Territorial Organization, are expected to exceed 93.74 million lei. The construction of a 400-kV high-voltage power transmission line Vulcanesti-Chisinau is part of the Moldova Electricity System Development Project.
