
The "Energy Vulnerability" information system will be expanded and a new module - "Eco-Voucher" - will be integrated into it.
According to the relevant draft government resolution, the information system will be improved by distinguishing two modules. The first one ("Energy Vulnerability") is designed to provide compensations for energy consumption during the cold season. The second module ("Eco-Voucher") - for registering all information on subsidies that will be provided to cover part of the costs of improving energy efficiency in the home: replacement of outdated electrical and electronic household appliances with more energy efficient ones, as well as replacement of windows, modernization of individual heating systems, thermal insulation of houses. The new module will be developed with the financial support of UNDP Moldova, which will allocate $40 thousand for this purpose. At the same time, the annual expenses for the support of the already existing module "Energy Vulnerability" from next year will amount to 80 thousand lei per year, and these funds were previously planned in the medium-term budgetary framework until 2026. Let us remind that the "Energy Vulnerability" information system was developed at the end of 2022 to manage and monitor the compensations provided by the government to household consumers. During the cold period of 2022-2023, 763 thousand households registered in the system (of which 450 thousand received compensation for natural gas, 165 thousand for thermal energy and 560 thousand for electricity). In addition, 155 thousand households received compensation without being registered in the system. Taking into account that there are about 1.2 million households in Moldova, the mechanism of compensation during the cold season last season covered 75% of households.
