He noted that, according to the draft government decree on the approval of the Action Plan for the preparation for the heating season 2023-2024, which is at the stage of public consultations, one of the necessary measures to be taken by the Moldovagaz company to prevent and mitigate the consequences of the energy crisis in case of restriction of natural gas supply, is the purchase of natural gas from alternative sources. Government Decree No. 589 of August 10, 2022 on the imposition of the obligation to provide a public service in order to ensure the supply of natural gas in emergency situations, established that Moldovagaz purchases natural gas from Energocom in the following cases: suspension and / or restriction of supply to the natural gas market related to the existing contracts of suppliers, which are subject to the obligation to provide public services in accordance with the provisions of Art. Natural Gas Law; the need to ensure the supply of natural gas to consumers in volumes exceeding those stipulated in contracts signed with “suppliers as a last resort”; if the price of natural gas supplied by Energocom is lower than the price of natural gas from "suppliers of last resort". As Vadim Ceban noted, in order to fulfill the established obligations, in addition to the Agreement of December 29, 2006 on the conditions for the supply of natural gas to Moldova, concluded with Gazprom, and extended until September 30, 2026 on the basis of the Addendum of October 29, 2021, on June 23, 2023, an Individual agreement was signed to the EFET Framework Contract of August 29, 2022 on the sale and purchase of natural gas with Energocom for June-December 2023.
