
Moldova has seen the most significant progress among the countries of the Energy Community in the implementation of European energy legislation.
According to the annual report of the European Energy Community, this year Moldova increased by 7% the degree of achievement of goals in the energy sector, and the overall performance indicator in the implementation of the Energy Community legislation is estimated at 56%. The report presents the status of achievements and shortcomings in several areas, as well as the main recommendations. Moldova has met the requirements in the field of energy statistics by 100%. Moreover, it is the only party that has already prepared the second study of household energy consumption. Moldova has achieved 79% of its energy efficiency targets, 73% of its targets for the energy regulator, and 62% of its environmental action plan. In other areas, progress of 52-56% is noted, with the exception of the oil industry - no progress was made during the reporting period, and the implementation of goals remains at a low level. The report states important reforms in the electricity industry: progress in the separation and certification of Moldelectrica according to the ISO model; introduction of electricity market rules, registration of Energocom branch in Romania and entry into the OPCOM market, creation of an energy vulnerability reduction fund to provide compensation on household bills; start of work on the design and construction of the Vulcanesti-Chisinau power line, emergency synchronization of the power systems of Moldova and Ukraine with ENTSO-E, etc. The authors of the report recommend completing the process of separation and certification of Moldelectrica, prioritizing the construction of the Balti-Suceava power line; ensure regional integration of the electricity market in Moldova by linking it with the markets of Ukraine and Romania; implement the REMIT regulation on honesty and transparency of the wholesale electricity market. On the natural gas market, in addition to the achievements, it is noted that the storage obligation has been implemented by 100%, and an additional package of plans has been adopted to reduce gas consumption this winter. In addition to other results, including the ability to purchase gas on the spot market and the harmonization of legal norms, the report states that the Moldovan authorities must approve and apply by-laws, ensure the separation and certification of Moldovatransgaz, and the most pressing issue is the separation and certification of Moldovagaz, ensuring long-term security of gas supplies and further opening of the gas market. In contrast to the gas market, in the oil products market Moldova has not fulfilled its obligations to form and maintain stocks of oil products. The report states that the adoption of the relevant law is a priority, as well as the preparation by the end of 2023 of a report on monitoring the quality of gasoline and diesel fuel.
