USAID, through the "My Community" Program, helps strengthen the capacity of local and central governments to respond to citizen needs and improve the quality of, and access to, municipal services.

As noted in the USAID Moldova report, the United States Agency for International Development (USAID) program “My Community” (Comunitatea Mea) implemented in Moldova makes continuous efforts to support local governments in finding effective and sustainable solutions in the field of waste management. In particular, the development of the Methodology for charging fees for waste management services was carried out by a team of experts from the "My Community" program in order to improve the situation in the region and provide support to local authorities, who often lack the necessary knowledge, however, according to the law, they are responsible for creating integrated waste management system. Thanks to this methodology, the process of calculating and approving tariffs for household waste management services will be streamlined. The corresponding resolution was adopted by the Government of Moldova on December 15, 2022. The document regulates the procedure for calculating tariffs for waste management in accordance with the actual costs of suppliers. At the same time, the methodology aims to ensure the profitability of the operators. Currently, the tariff is set by local authorities and varies from region to region. According to the new methodology, tariffs for comparable categories of consumers in terms of the cost of providing them with the corresponding service will be unified, as well as a single policy and a fair and non-discriminatory approach to all consumers and operators will be established. The benefits will be tangible immediately after the application of the methodology, tariffs will be adjusted to the actual costs incurred, by creating a better investment climate for operators, expanding the coverage of services for citizens, as well as ensuring continuity, stability and predictability in the provision of services. // 10.01.2023 - InfoMarket.
