Kirsten Joppe has been appointed the new Head of Mission of the European Union Partnership Mission to Moldova (EUPM Moldova)
She will take up her duties on April 25, succeeding Cosmin Dinescu. Kirsten Joppe is a German governance expert and international advisor with over 20 years of experience in peacekeeping operations and human rights. She gained extensive international experience through various positions related to election assistance and senior positions at the OSCE Mission in Kosovo and the German Foreign Ministry, where she served as an officer on Armenia and Azerbaijan. In November 2024, Kirsten Joppe joined EUPM Moldova as Deputy Head of Mission and Chief of Staff after more than six years of experience in Ukraine. During her tenure at the European Advisory Mission to Ukraine (EUAM), she served, among other positions, as Head of the Strategic Reform Pillar, overseeing areas such as strategic reform, digitalization, human rights, gender equality, and anti-corruption. The decision to appoint her as the new Head of EUPM Moldova was taken by the EU Political and Security Committees on 22 April. EUPM Moldova was established in April 2023 for an initial two-year period to strengthen the country's security sector resilience in the areas of crisis management and hybrid threats, including cybersecurity and countering foreign information manipulation and interference (FIMI). The mission's mandate was subsequently extended for another two years, until 31 May 2027.
