
Moldova to optimize the issuance of 100 permits: the procedures for issuing 20 permits will be abolished or reformed, and for 80 - will be revised
This is provided for by a package of legislative amendments prepared by the Ministry of Economic Development and Digitalization. It envisages amendments and additions to 50 laws covering the majority of permits, as well as adjustments to sectoral legislation. In particular, it is proposed to revise the nomenclature of permits and reform each type of permit and regulate the process of periodic review of permits. Their nomenclature will be considered an exhaustive list of all authorization documents. Ministries and agencies will be obliged to update information on the single portal of public services (SIA GEAP) immediately after the entry into force of regulatory changes in terms of requirements or procedures for the submission/issuance of permits, including the provision that any discrepancies between the information in the GEAP system and the regulatory framework shall be interpreted in favor of the applicant (business entity), i.e. the most favorable position for it shall be applied. It was proposed to revise the mechanism of tacit consent with the introduction of a higher level of digitalization: supporting certificates issued as a result of tacit consent will be automatically validated and registered in SIA GEAP in a separate register. Other proposed measures include: simplification of the procedure for suspending an authorization document through a judicial procedure; regulation of the official notification as an alternative to an authorization document, establishing the definition, process and primary conditions so that the notification is correctly entered and does not contain permissive elements, etc. The draft amendments are to be approved by Government and Parliament. According to official data, only through the automated information system for management and issuance of permits (SIA GEAP - actpermisiv.gov.md), in 2024, more than 50 thousand permits were issued according to 129 types of permits. This number includes the trade notification, which is not an authorization document. However, in early 2025, there were 139 permits listed in the Nomenclature of Permits. A study prior to the legislative amendments identified an additional 57 permits that are not included in the Nomenclature and therefore do not comply with the provisions of the Regulatory Act. According to preliminary calculations, the reform of 100 authorizing documents would cover about 70% of the number of documents included in the legislation (100 out of 139). If we apply this percentage to the number of authorization documents issued through SIA GEAP, the changes could affect the procedures for issuing about 35 thousand authorization documents per year. // 22.04.2025 - InfoMarket.
