As a result, 4 construction permitting documents are available digitally through the Automated Information System for the Management and Issuance of Permitting Documents (SIA GEAP): information urban planning certificate; urban planning certificate for design; construction permit; demolition permit. SIA GEAP makes it easier for citizens and construction contractors to access the necessary documents by offering a single point of digital interaction between users and issuing authorities, without the need for a physical visit to the office. 33 mayoralties across the country are already connected to the SIA GEAP system, and from January 1, 2027, all government agencies issuing permits will be required to issue these documents through SIA GEAP. To request documents online, you need to go to the portal actpermisiv.gov.md, authenticate via MPass (it is recommended to install EVOSign for easy authentication at any time and in any place), select the required permit, fill out the electronic form and attach the required documents, sign the application electronically via MSign, track the status of the application on the portal (the applicant will also receive notifications by e-mail). After the application is approved, you need to pay the fee through the MPay platform or directly on the portal.
