
Moldova to create a competent authority in the field of cyber security.
This is provided for by the draft law on cyber security, adopted by the Moldovan parliament in two readings on Thursday. The document regulates legal, organizational and cooperation framework in cyber security field, establishes competence of public authorities and public institutions in cyber security field, determines national framework for cyber security crisis management, sets requirements, measures and mechanisms for ensuring network security and information systems, which are crucial for functioning of society as well as for cyber incidents management. According to the document, public law entities and certain service providers will have to comply with network and IT system security measures to protect themselves from cyber attacks. Under the draft Cybersecurity Act, a competent cybersecurity authority will be created to identify and monitor service providers to ensure that they provide the appropriate level of network and IT system security. Service providers will be identified based on a number of criteria. These include those that provide a service that depends on a network or computer system, the disruption of which could have a significant impact on public order, public safety or public health. These providers will also have to report significant cyber incidents. The document was developed by the Ministry of Economic Development and Digitalization with the support of the EU project Moldova Cybersecurity Rapid Assistance and transposes several EU directives. It aims to create an initial regulatory framework that ensures a sufficiently high level of security of information networks and systems in Moldova, capable to protect the vital interests of individuals and legal entities, society and state, as well as the national interests of Moldova.
