
In 2023, the Government of Moldova plans to approve a draft law on the creation and maintenance of a minimum level of petroleum products stocks.
This is provided for by a draft Cabinet action plan for the current year, submitted for public consultation. In addition, the document in the “energy” section provides for the development of an Energy Strategy of Moldova until 2030 with a perspective until 2050, amendments to the Energy Law in order to transfer an adapted version of the EU Regulation on guidelines for trans-European energy infrastructure, as well as the Law on electricity to bring into it the EU provisions on the integrity and transparency of the wholesale electricity market, as well as to eliminate a number of restrictions reported by electricity market participants. Along with this, it is planned to amend the Law on Heat and Cogeneration Promotion to bring it into line with the provisions of sectoral laws in the field of energy (Energy Law, Electricity Law, Natural Gas Law, Energy Efficiency Law). Amendments to the Law on the Promotion of the Use of Energy from Renewable Sources are also planned to improve the mechanisms for supporting investments in renewable energy development projects. Changes to the Energy Labeling Law are planned to harmonize the regulatory framework that applies to products with an energy impact that are on the market or put into service, to provide energy labeling of these products and provide standard information about their energy efficiency.
