
The Public Services Agency (PSA) intends to simplify part of the services for issuing identity documents.
According to the PSA, the issuance of registration documents for Moldovan residents, as well as Moldovan citizens living abroad, will also be simplified. To this end, amendments have been made to the Regulations on the issuance of identity documents and on the registration of citizens of Moldova, which will enter into force on December 25. According to the new provisions, children whose parents / single parent did not have / do not have the opportunity to fulfill their in connection with their stay abroad, they will be able to obtain identity documents in their absence, accompanied by a representative of the territorial guardianship authority. Upon subsequent issuance of a passport of a citizen of Moldova in the name of a child, the presentation of a birth certificate or other acts of civil status is not requested if the information has already been updated in the State Register of Population. Those who want to settle abroad or have already settled there, when applying for a passport of a citizen of Moldova will not need to present a valid identity card, a military ID (in the case of those subject to military duty) and a pension certificate (in the case of recipients of social benefits). Also, immobilized persons, persons under compulsory treatment, under preliminary arrest or in places of deprivation of liberty, will be able through the MPower service (Register of Representative Powers based on Electronic Signature) to grant representation powers free of charge to persons who can act on their behalf to obtain identity documents. Based on these permits, it will be possible to collect produced identity documents, register at home or at a place of temporary residence, and provide other services. It is noted that with the introduction of some electronic information mechanisms for the exchange of data between institutional and interdepartmental information systems through the #MConnect service (Government Interoperability Platform), it will not be necessary to present documents certifying the right to benefits when providing services for the free issuance of identity documents, a military ID, and as well as a pension certificate, etc. Recall that in view of the previously adopted amendments to the legislation, the maximum period for obtaining an exit permit was also reduced from 3 months to 20 working days and the tariff for the provision of this service was reduced: within 20 working days - from 450 to 150 lei; within 10 working days - from 750 to 300 lei.
