
The government will ask parliament to once again extend the state of emergency throughout the country for another 60 days, starting December 6.
This decision was approved by the Cabinet of Ministers on the basis of the decision of the Commission for Emergency Situations. The need to extend the state of emergency is determined by the ongoing risks and threats to national security, as well as to providing Moldova with energy resources during the cold season. As Interior Minister Ana Revenco noted, the consequences of the war in Ukraine are increasingly being felt in Moldova, and the latest Russian attacks against Ukrainian energy infrastructure led to an emergency shutdown of Moldova's electricity system (November 15 and 23). The explanatory note to the draft states that, according to analytical reports, Russia will continue attacks on the energy infrastructure of Ukraine every 7-10 days, respectively, there is a high probability that this will affect the energy system of Moldova - in the country at least once a week there will be "blackout", and the period of restoration of all systems can last from 1 to 24 hours, depending on the degree of impact, weather, etc. Also, the migration crisis continues in Moldova - more than 85 thousand foreign citizens remain in the country, including 42.3 thousand children. More than 11 thousand applications for asylum have been submitted. “At the same time, Gazprom did not reserve sufficient volumes of natural gas for delivery to Moldova (for November, only 51% of the agreed volume, for December - 43.5%). Accordingly, from December 1, gas supplies carried out by Gazprom to Moldova will be reduced by 56.5% or even by 100%, given the practice of this enterprise in relations with other European countries, to which it has suspended natural gas supplies by 100%, even if there is a reserved volume,” the document says. In addition, since October 13, a high alert regime has been announced in Moldova on the electricity market due to the fact that the import of electricity from Ukraine was suspended due to significant damage caused to important energy facilities in this country, and since November 1, Moldavskaya GRES stopped supplying electricity to the right bank of Moldova. “Such an unprecedented situation with the supply of electricity and gas to Moldova forces us to extend the state of emergency.
