According to the commission's order, for consumers who have declared incomes at least 3 times higher than those known in state information systems and resources will use the income known in state resources to calculate energy vulnerability. In the case of households for which gas consumption in a certain month is less than or equal to 2 cubic meters, to calculate the EV, a value equivalent to half of the acceptable limit for calculating household expenses in the corresponding month will be used. For consumers who indicated electricity as the main source of heating, but did not indicate the use of natural gas and thermal energy, the calculation of the cost of energy in the cold season will also include the estimated cost of solid fuel, in accordance with clause 29 of the regulation. Families for whom the cost of energy during the cold season is estimated at more than 10 thousand lei per month will be assigned a category of energy vulnerability not higher than average. For the consumption of electricity by gardening associations, energy suppliers will apply the price set for consumers with high energy vulnerability within the limit of the total monthly volume per partnership, equivalent to 75 kWh.
