
Until 2022, Moldova plans to raise the average salary to 11 thousand lei, increase the inflow of foreign investment to 1.5% of GDP, and launch new programs to support SMEs.
Such goals are included in the section "Economy and Entrepreneurship" of the draft government program for 2021-2022. Public consultations on this section will be held on September 8. The draft document proposes a set of measures aimed at reducing bureaucracy in the relationship between the state and the business environment. In particular, it is planned to revise the nomenclature of permits in order to reduce the number of supporting documents (certificates, extracts, duplicates, etc.). In the Labor Law and the Tax Code, it is proposed to introduce separate sections to simplify labor relations, reporting and tax mechanisms for small and micro-enterprises; it is proposed to create a fund of concessional loans for SMEs and implement a program to support innovations initiated by SMEs. Also, new and expanding existing programs for supporting small and medium-sized businesses will be developed: the Program for the Modernization of the SME Sector, the Second Chance for Companies in Difficulty Program, the Program for Assisting SMEs in Clusters, the Program for Supporting the Digitalization of SMEs, the Program for Supporting and Encouraging Social Entrepreneurship , a program to stimulate SMEs in the field of rural tourism, etc. According to the goals of the government, at least 400 SMEs will receive support for the growth and expansion of business by the end of next year. In order to simplify entrepreneurial activity, it is proposed to revise the reporting rules in the "single window" mode, to introduce a number of amendments to the Tax Code, the law on entrepreneurial patent and other documents. In the action plan for 2021-2022 a set of measures is envisaged to harmonize national legislation with European and introduce European standards. It is planned to reorganize the Agency for Consumer Protection and Market Surveillance, revise the system of penalties in the field of entrepreneurship and take measures to decriminalize the economy, ensure the immediate issuance of certificates and supporting documents from digital registers of government agencies, update legislation in the field of public-private partnerships in order to reduce the possibility of abuse and the theft of state property. At the same time, by the end of 2021, it is planned to develop a regulation on the procedure for the selection and appointment of members of the governing and supervisory bodies of state-owned enterprises and the conditions for their remuneration; to approve the draft government decree on the representation of the state in commercial companies with state capital or public-private property; approve the draft law on the safe operation of potentially hazardous production facilities and technical structures; approve the food loss prevention bill and the national gasoline and diesel sampling plan in accordance with SM EN 228; SM EN 590; SM EN 14274; SM EN 14275; approve the methodology of the National Center for Personal Data Protection, etc.// 06.09.2021 — InfoMarket
