By 2030 the entire population of Moldova should have access to Internet and 5G network, while the ICT sector should generate at least 10% of the country's GDP.

This is the goal of the Digital Transformation Strategy Draft for 2023-2030, which was discussed the day before during public consultations held by the e-Government Agency. This document compiles the main goals and objectives in the field of digital transformation, as well as plans in this area for the next 8 years. The Strategy foresees several key objectives in the field of digitalization: development of a digital society, development of a reliable and competitive ICT sector, creation of an innovative and sustainable digital economy, creation of an effective intelligent digital state, creation of a safe digital environment for all, strengthening the image of Moldova as a digital country. The Strategy proposes that access to the Internet is a fundamental human right, along with access to medicine and education. Digitalization will be implemented in all sectors - from education and commerce to public administration. It is proposed to introduce incentives for importing computer equipment, to create incentives to attract investment in the ICT-industry and startups, and to increase the number of specialists in this area. It is planned to develop digital transport corridors, attract international online trading platforms and facilitate the export of goods and services online. By the end of the Strategy implementation, 100% of the main public services should be available online, the entire document flow should be provided in electronic form, etc. These and other measures included in the draft strategy will be financed from different sources - the state budget, donor funds, etc. Among other things, it is planned to create a Digitalization Fund for Moldova. It will be formed from the contributions of the ICT industry participants and budget funds and will finance investments in the processes of digital transformation. The draft strategy has been developed with the support of UNDP, in accordance with the EU standards and rules and international best practices, by a team of international experts (including world champions in digitization from Estonia and South Korea).
