Finance Minister Adrian Gavrilita made this announcement on the Cutia Neagră (the Black Box) program on TV8. According to him, changes to fiscal policy are scheduled to take effect on July 1, but practical implementation will be postponed until the fall. “Our goal is not simply to collect money faster, but to do everything as correctly and comfortably as possible for people,” the minister noted. Adrian Gavrilita reported that testing of the system could begin on September 1. If the mechanism proves effective, its full implementation is possible starting October 1. The minister emphasized that the proposed mechanism is based on European principles and rules so that postal operators working both in Moldova and in other countries can use existing international procedures. He also noted that the authorities are negotiating with platform operators to register them in the national system and include taxes directly in the price of goods, thereby avoiding an additional burden when parcels are delivered. Platforms will be asked to withhold the tax amount at the time of purchase and then transfer it to the budget—this is how other major international online retailers already operate. At the same time, citizens will not have to fill out declarations or take additional steps at the post office or pickup point when ordering parcels worth up to 150 euros. According to the Ministry of Finance’s plan, the actual purchasing process should remain unchanged, but overall prices will increase due to standard VAT.
