Moldova will create a network for collecting accounting information on income and economic activity of agricultural enterprises, according to the EU model.

Moldova will create a network for collecting accounting information on income and economic activity of agricultural enterprises, according to the EU model.

This is stipulated by the relevant draft law, which was passed by the Parliament. The law is meant to contribute to the creation of a network of agricultural accounting information to collect the necessary accounting information in order to establish annually the income of agricultural enterprises within the observation area, as well as to analyze the economic activity of agricultural enterprises. The obtained information will serve as a basis for determining the income of agricultural enterprises. The relevant reports will be posted for public review on the unified government portal of open data and on the official website of the liaison agency. According to the document, the agricultural accounting information network will be formed by the liaison agency, the National Accounting Information Network Committee and agricultural enterprises. Meanwhile, the Ministry of Agriculture and Food Industry will be designated as the liaison agency. The liaison agency will be responsible for formulating the selection plan and compiling the list of enterprises conducting their own accounting, as well as collecting and verifying the accounting records of agricultural enterprises. Agricultural enterprises are defined in the law as a technical and economic unit operated by a single farmer and engaged in the production of agricultural products. The bill also stipulates requirements for accounting data that agricultural enterprises will voluntarily provide to national authorities for use in monitoring statistical, economic and agricultural policies. The government will establish the main groups of accounting information to be collected, the general rules for collecting information, and the form and sample of the accounting statement of an agricultural enterprise. The Agriculture and Food Ministry said that until now, the assessment of agricultural policies has been based on the data provided by the Agency for Intervention and Payments in Agriculture, without a comparative assessment of the economic activity of agricultural enterprises. The Agrarian Agency emphasized that the lack of information on the income and economic activity of agricultural enterprises deprives the state authorities of the possibility to objectively assess the implementation of the National Strategy for Agricultural and Rural Development, in particular, the public expenditures made through subsidies to agriculture and rural areas.
