
The Ministry of Agriculture will review the current regulations on subsidizing and helping farmers.
The agency is initiating amendments to several government decrees, which approved the provisions on the distribution of aid and on the conditions for subsidizing. Thus, it is planned to adjust the list of crops and the amount of assistance per hectare to determine the amount of diesel fuel from external humanitarian assistance intended to support farmers affected by drought in 2022. Recall that farmers who lost more than 50% of their crops in 2022 due to drought, may apply to AIPA for reimbursement of diesel fuel from assistance provided by Romania. The current regulation provides that diesel fuel can be obtained by micro and small farmers who process up to 1500 hectares of crops, and who have evidence that the drought of at least 50% of the crop of phytotechnical crops (corn, wheat, peas, sugar beets, mustard, tobacco and etc.). The amount of assistance per beneficiary is calculated according to a special formula, based on the availability of diesel fuel and taking into account the total and affected area. At the same time, the Ministry of Agriculture plans to amend the Regulations on the conditions and procedure for providing advance subsidies for land reclamation investment projects for the implementation of the Land Reclamation Program in order to ensure sustainable management of soil resources for 2021-2025. Some barriers to the implementation of investment projects will be excluded from the document, and the transfer of the competences of the Agency for Land Relations and Cadastre to the National Agency for Land Reclamation will also be taken into account.
