The government approved the procedure for providing advance and additional subsidies from the National Fund for the Development of Agriculture and Rural Areas.
The Cabinet of Ministers at a meeting on July 5 approved 2 regulations that regulate the procedure for advance and additional subsidies and eligibility criteria for beneficiaries. An advance payment is provided on the basis of an investment project that has received a positive assessment from the Agency for Interventions and Payments in Agriculture and permission to pay a subsidy before any costs are incurred for its implementation. The subsidy is paid in 2 tranches in the amount of 80% - before the start of the project, but in the presence of a procurement agreement related to it, and 20% - after an audit by the National Agency for Food Safety of the development of the previous payment and the implementation of the investment project according to the plan. Advance payments can be received to improve and modernize the economic infrastructure in the country's villages and rural farms, to diversify the rural economy (through the development of agro-tourism, the opening of workshops for the maintenance of agricultural machinery, the promotion of traditional dishes, etc.), to stimulate the production in greenhouses, for the laying of new plantations of plants - fruit, aromatic, medicinal and spicy, for the modernization of livestock farms, for the transfer of knowledge, innovation and technology. Advance subsidies will amount to 4 million lei per 1 beneficiary per year. At the same time, for women, youth, migrants who returned home and peasant farms, the amount of compensation will be higher. An additional payment is a subsidy provided in one tranche to support current costs or cover loss of income. Subsidies in the form of an additional payment will be provided to stimulate access to investment loans, stimulate promotional activities and the use of irrigation systems, development of organic agriculture, planting of perennials, advisory and educational services in agriculture, support for the association of producers into groups. For this type of subsidy, the maximum amount of compensation will be up to 1.5 million lei per beneficiary, with the exception of water user associations - up to 3 million lei. // 05.07.2023 — InfoMarket
