Moldova launches electricity balancing services market and system services market

Constantin Borosan, Director of the National Energy Regulatory Agency (ANRE), took part in a seminar on the terms and conditions for parties responsible for balancing and balancing service providers. According to ANRE, in his speech Constatntin Borosan emphasized the central role of ANRE in the development of the electricity market, starting with the approval of the Electricity Market Rules. The ANRE Director outlined the main stages of the energy sector's transformation, including the entry into force of the Electricity Market Rules on June 1, 2022, synchronization with the European ENTSO-E system, and strengthening the country's energy security. He also noted the progress in the field of renewable energy sources, pointing out that by the end of October 2025, the total installed capacity of renewable energy sources in Moldova had reached 932 MW, with more than half of it sold on the free market and two-thirds coming from solar photovoltaic energy. This fact highlights the importance of the flexibility of the energy system provided by balancing service providers using modern technologies, including battery-based energy storage systems. Constantin Borosan expressed gratitude to the Energy Community Secretariat for its technical assistance and the European Union for its financial support, praised the participation of the balancing market operator Moldelectrica, and expressed his gratitude to all participants for their contribution to the constructive discussion. As noted, ANRE recently approved the Network Codes and Guidelines, which are part of the Electricity Integration Package. In this regard, Moldelectrica initiated the elaboration of and public consultations on the terms, conditions, and methodologies for operationalizing balancing and system services. The workshop was attended by representatives of the Ministry of Energy, regulated energy producers, renewable energy producer associations, and energy suppliers. The event was organized by the Energy Community Secretariat in cooperation with the state-owned company Moldelectrica as part of MD B5 “Support to Moldelectrica in preparing for the launch of a balancing market in accordance with the requirements of the Guidelines for Balancing the Electricity System,” implemented under the EU4ENERGY Governance Phase II+ project. // 09.12.2025 - InfoMarket
