The government approved the relevant resolution at a meeting on August 14. The document regulates the conclusion of an agreement for the carriage of railway transport, the procedure for permitting and obtaining information about the carriage; the responsibility of railway enterprises to passengers is established. The procedure for resolving situations in case of delay, loss of communication or cancellation of the flight, as well as the procedure for handling complaints and maintaining the quality of the railway transportation service, has been agreed. The government decree outlines the rights and obligations of transport operators, including in the event of a flight cancellation or delay, the rules for transporting and ensuring the safety of hand luggage and animals, as well as unaccompanied luggage, etc. Railway transport must be appropriately equipped so that it can be used by persons with disabilities. The document also outlines the mechanisms of assistance and compensation provided by railway carriers to passengers whose flight was canceled or delayed (provision of free meals and soft drinks; selection of alternative transport, etc.). The new rules will be implemented in stages, from September 1, 2026 and June 7, 2030. Their implementation involves certain costs on the part of railway stations and railway companies.
