
In 2025, Moldova plans to implement a pharmaceutical waste management system: pharmacies will collect expired medicines from the population free of charge
The relevant draft regulation on pharmaceutical waste management was elaborated by the Ministry of Health. The draft stipulates that all pharmaceuticals will be sorted, depending on their type. Pharmacies will collect unused or expired medicines from the public free of charge, and at least once every six months transfer them to authorized operators for disposal. Requirements for the collection of pharmaceutical waste by manufacturers and distributors of medicines are also established. The regulations establish the procedure for collection and storage of such pharmaceutical waste depending on the category, the procedure for its destruction, the responsibility of competent structures, reporting, etc. The draft also provides for the introduction of a pharmaceutical waste management fee for importers and manufacturers of medicines in the amount of 0.3% of the cost of medicines. The fee is proposed to be applied at the stage of customs clearance and placement of medicines on the market. A fee of 5,000 lei will also be introduced for sponsors of clinical trials or their representatives. The fee will be collected by the Agency for Medicines and Medical Devices. Part of the funds will be spent on an information campaign to explain the importance of competent waste management in the pharmaceutical industry and medicines.
