Natural gas tariffs in Moldova may be adjusted in early 2026 – ANRE

Alexei Taran, Director of the National Energy Regulatory Agency (ANRE) announced this at a press club meeting, noting that their revision will be possible after the new supplier, the state-owned company Energocom, completes and submits all the necessary final calculations for analysis to the energy regulator. The director of NARE explained that before the new regulated gas prices for end consumers are approved, a number of mandatory steps must be taken, which are currently being implemented. He noted that tariff adjustment is a complex process involving several stages and analyses, including an assessment of procurement costs and regional and European market dynamics, as well as a review of investment plans. ANRE sets an annual regulated income for suppliers, and the tariff is calculated mathematically based on this income, which includes all costs, including the cost of gas procurement. The approved annual revenue is divided by the volume of gas to be supplied during the regulatory period or calendar year. To analyze all the components necessary to set the correct price, it is important that all these elements are clear, which will only be possible after the end of the financial year, i.e., after January 1. Alexei Taran recalled that Energocom became a natural gas supplier on September 1, and in the first stage, ANRE must approve its main expenses, investment plan, and deviations, and then, based on this data and the costs of purchasing and transporting gas, Energocom will be able to submit an application to ANRE to adjust gas tariffs. Alexei Taran said that by the end of the year, the energy regulator will approve all these preliminary steps, after which, based on these elements approved by the agency, Energocom will be able to submit a request for tariff adjustments. He stressed that Moldova is completely dependent on natural gas imports and is subject to price fluctuations on the international market, especially in the European region. As for prices, experts point to a possible decrease, given that Energocom purchased gas for the 2025-2026 heating season at an average price of €410 per 1,000 cubic meters, which is €100 less than in the previous year. The ANRE Director of clarified that when setting tariffs, the costs of procurement and distribution are taken into account, which account for about 28% of the final tariff, while gas procurement covers about 60% of the cost price.
