
Energy storage solutions will be implemented in Moldova to increase the security and stability of the national energy system –Ministry of Energy
Carolina Novac, State Secretary of the Ministry of Energy announced this while participating in a panel discussion at the seminar “Energy storage systems - evolution of Moldova's energy sector and business opportunities”. The event, organized by Unisolar, gathered energy experts, representatives of the business environment, public authorities and international organizations, offering a platform for exchanging ideas and best practices in the development of energy storage solutions and accelerating the transition to renewable energy sources. In her speech, Carolina Novac presented the government's actions in the field of renewable energy, highlighting the direct support provided to economic agents and the creation of a favorable framework for investments in renewable energy production. She noted that the renewable energy system in Moldova has grown considerably in recent years, and the installed capacity has recently increased 6 times, which is crucial to ensure the national energy system. This expansion has been mainly supported by the increase in photovoltaic and wind power capacity. Secretary of State of the Ministry of Energy also emphasized the simplification of administrative processes thanks to recent amendments to the Land Code. Legislative measures were introduced to allow solar and wind power plants to be installed on agricultural land without the need to change the land designation. This measure will significantly reduce time and administrative costs for investors and speed up the implementation of renewable energy projects. Another important aspect was the increase of quotas for photovoltaic capacity intended for the business environment. Quotas for fixed photovoltaic capacity were increased from 20 MW to 120 MW, which stimulates the development of new projects and creates a balanced competitive environment in the renewable energy market. Financial guarantees were also introduced for connection authorizations and the application of penalties for non-use to ensure a more efficient and transparent grid connection process. With regard to the legislative framework, the Law on Amendments to Certain Regulatory Acts was recently adopted, which introduces a mechanism to increase the responsibility of applicants for connection permits by establishing clear criteria for their issuance. In addition, measures are envisaged to improve tolerance to imbalances of eligible producers, which will contribute to the stability and balance of the national energy system. The central point of the speech was the presentation of the action plan for the organization of a second auction to grant the status of large eligible producer in 2025-2026. This plan aims to stimulate the development of large-scale renewable energy production capacity, along with batteries, and attract strategic investments in this sector. The organization of tenders will ensure fair and transparent competition, promote cost optimization and efficient integration of new capacities into the national energy system. State Secretary of the Ministry of Energy emphasized the importance of energy storage solutions for the security and stability of the national energy system. She noted that energy storage is an important component of the energy transition, and integrating these solutions will better manage unstable renewable generation and improve the country's energy security.
