
The National Agency for Energy Regulation (NAER) approved the operating procedures of the OPEM electricity exchange, and the next step will be their approval by the OPEM market operator
This was announced by State Secretary of the Energy Ministry Constantin Borosan, who said that after that, the launch of the organized markets - the Day-Ahead Market and the Intra-Day Market - and electricity trading at the exchange will begin. By the end of 2025, Moldova's electricity market will be united with the Single European Electricity Market. According to the report of the National Agency for Energy Regulation, NAER continues to play a key role in the development of the electricity market in Moldova by approving the operational procedures necessary for the implementation of the Day-Ahead Market (DAM) and the Intraday Market (IDM). These measures are fundamental steps for the consolidation of a transparent, competitive and integrated energy system at European level. In this context, NAER received and analyzed a set of operational procedures developed by Operatorul Pieței de Energie M (OPEM), which establish the basic rules for the efficient and secure operation of the wholesale electricity market. These documents were subject to public consultations, ensuring a balanced and inclusive approach, taking into account stakeholder proposals. The operating procedures approved by NAER include the procedure for registration, suspension and withdrawal of participants in organized electricity markets (DAM and IDM), which defines the conditions under which entities may participate in the market, regulates the mechanisms for admission, suspension of participation and withdrawal from the market. The DAM Operating Procedure establishes pricing rules and short-term electricity trading mechanisms, providing a transparent and competitive framework for the sale and purchase of electricity. The operating procedure for the functioning of the IDM introduces the necessary mechanisms to adjust the energy portfolios of market participants in real time, contributing to increased flexibility and efficiency of the energy system. According to the energy regulator, the approval of these procedures by NAER marks a key moment in the process of electricity market liberalization, paving the way for a closer integration of Moldova into the regional and European energy systems. In addition, these rules are necessary for the appointment of OPEM as the electricity market operator responsible for achieving the international interconnection of DAM and IDM. “The efficient and transparent functioning of the electricity market is necessary to ensure the country's energy security and consumer protection. NAER remains committed to this complex process, ensuring the implementation of a sound regulatory framework and harmonization of our market with European standards,” said NAER Director General Veaceslav Untile.
