Chisinau will build 2 new high-efficiency cogeneration plants for heat and electricity production with a capacity of about 55 MW.

In particular, the government, at a meeting on Thursday, authorized their installation at the Western Boiler House (CT-Vest) and CHPP Source 3 (CET Sursa-3), within the World Bank's project "Increasing the efficiency of the district heating system". As noted by the Energy Ministry, the country is currently implementing a new energy sector development project supported by the World Bank - "Moldova Second District Heating Efficiency Improvement Project (PIESACET-2)", which aims to continue the work on modernization of Termoelectrica's thermal energy infrastructure, launched under the first project "District Heating Efficiency Improvement Project" (SACET) (2015-2020). After the implementation of the first project (successfully completed on June 30, 2020), a significant need for investments in the production energy infrastructure was identified, which is approaching the end of its useful life, which represents a risk for the uninterrupted and reliable supply of heat to the consumers of Chisinau municipality. Also, the expiration of the operational life of the existing production facilities poses a risk to the production of electricity that is supplied to the national energy system, which in general represents a risk factor for the energy security of the country. In 2018, the World Bank launched a district heating optimization study in Chisinau to assist Termoelectrica and the Government to identify the optimal energy model for the short-, medium-, and long-term development of the district heating system in Chisinau municipality and implement the necessary investment plan to further improve Termoelectrica's operational efficiency and financial viability. The Government of Moldova has requested the WB to support investments in modernization of electricity and heat generation infrastructure and other energy efficiency measures through the PIESACET-2 project. The objective of the project is to improve the efficiency of the district heating system in Chisinau municipality, including the electricity and heat production infrastructure. Thus, on September 30, 2020, a Credit Agreement was signed between Moldova and the International Bank for Reconstruction and Development for the PIESACET-2 project worth 92 million euros. One of the project components envisages increasing the efficiency of cogeneration by installing efficient modular cogeneration units (based on internal combustion engines running on gas) at CT-Vest and CET Sursa-3, as well as installing electrical transformers, distribution plants and other equipment to connect the new cogeneration units to the energy network. In particular, the PIESACET-2 project will contribute to the creation of a strong platform for the production of electricity and thermal energy, as well as improving energy efficiency and increasing the use of renewable energy sources. In this regard, the Energy Ministry has drafted a Government Resolution to authorize the installation of 2 new high-efficiency cogeneration plants with a capacity of about 55 MW (or higher) and a thermal capacity of at least 43 Gcal/h (the exact capacity will be established in the technical documentation after the procurement and contracting for the design, supply and installation of the new plants are finalized). They will contribute to increasing the capacity of domestic power generation and ensuring the country's energy security.
