In Moldova will be facilitated the implementation of energy infrastructure development projects with cross-border impact.

In particular, this is provided for by the legislative amendments adopted by the Parliament of Moldova in the first reading, designed to facilitate the implementation of energy infrastructure projects with transboundary impact. The document developed by the Ministry of Energy provides for the harmonization of national legislation with the legislation of the European Union. In particular, the Energy Law will be supplemented with provisions, rules, principles and specific mechanisms that will significantly contribute to the promotion of projects of common, mutual interest, including within the Energy Community. The amendments concern a more precise definition for such projects, the organization of their authorization process, the holding of public consultations to promote projects, the implementation and recovery of investments in Energy Community projects with transboundary impacts. We are also talking about aspects of the transboundary distribution of investment costs for the implementation of Energy Community projects with transboundary impacts, the implementation of such projects, etc. The legislation will be supplemented by provisions establishing the procedure for the authorization process for Energy Community projects, describing the stages of the authorization process, the bodies involved and the management of investment costs for the implementation of projects. As Energy Minister Victor Parlicov previously emphasized, introducing the mentioned changes to the current legislation will make it possible to ease the rules for the implementation in Moldova of strategic projects for the development of energy infrastructure, including those with transboundary impact, with the support of the EU, to increase the flow of investments into the energy sector and reduce its impact on climate change. The legislative initiative also provides for the inclusion of the villages of Lipoveni and Topala, Cimislia district, in the list of settlements where public works of national importance will be carried out for the construction of a high-voltage power transmission line of 400 kV for the transportation of electricity from Vulcanesti-Chisinau and a Back-to-Back station in Vulcanesti. These works are provided for in the feasibility study for the implementation of the Electric Network Interconnection Plan between Moldova and Romania.
