
A regional hub of renewable energy technologies - the Energy Community - can be created in Moldova.
This was stated by Deputy Director of the Energy Community Secretariat Dirk Buschle at a press conference with State Secretary of the Ministry of Energy Constantin Borosan. He congratulated Moldova on the fact that, despite the crisis, which gave rise to turbulence and high tariffs, it managed to cope with the difficulties and move faster than all the states of the community along the path of reforms. “Today we discussed how we integrate renewable energy into the energy market. Green energy is not only about reducing greenhouse gas emissions, but also about increasing the resilience of the state, liberalizing the market and reducing dependence. We can create in Moldova a regional hub for renewable energy technologies, energy that is affordable and less polluting,” said Dirk Buschle. Constantin Borosan noted that the Ministry of Energy proposed to amend the Law on the Promotion of the Use of Energy from Renewable Sources, the purpose of which is to stimulate investment in large environmentally friendly energy installations and address the problems hindering the development of this sector. The State Secretary of the Department of Energy said that among the amendments formulated is the regulatory framework for tendering for large capacities of renewable energy sources, which the government should organize this year. The first tenders cover a total capacity of 60 MW in case of photovoltaic energy, 105 MW in case of wind energy, construction of biogas/biomass power plants with a total capacity of 65 MW, of which plants with a total capacity of 20 MW, establishment of energy crop plantations. “By 2030, we have set the goal of having a 27% share of renewable energy in final energy consumption. This means new technologies, development of the sector and less dependence on energy. After a series of meetings and discussions with investors, as well as with development partners, we decided to eliminate risks and uncertainties, improve legislation in order to provide potential investors with security when they want to develop large projects for the use of energy from renewable sources,” said Constantin Borosan. According to him, the draft amendments to the Law on the Promotion of the Use of Renewable Energy are aimed at creating a predictable regulatory framework and addressing some of the critical issues that hinder the development of the renewable energy sector for both the electricity component, the use of renewable energy sources in transport, and for the development of the heating and cooling sector. Another innovation concerns the clarification of the balancing responsibilities of eligible producers and the distribution of balancing costs. Changes were also proposed with regard to guarantees of origin. These will be extended beyond electricity to gas/biogas, including hydrogen, as well as renewable energy used in the heating and cooling sector. Guarantees of origin certify that the energy is produced in a certain place in Moldova using the resources existing in the country. The amendments to the Law on the Promotion of the Use of Energy from Renewable Sources will allow the implementation of EU Directive No. 2018/2001, which is part of the Energy Package "Clean Energy for All Europeans", and they also include other obligations of our country to the European Energy Community and other development partners.// 06.04.2023 — InfoMarket
