
In 2023, progress is expected in the construction of the Vulcanesti-Chisinau power transmission line, in ensuring the energy efficiency of public buildings, in harmonizing energy legislation with European standards.
These and other measures included in the Government Action Plan for 2023 were discussed during the extended consultations under the Energy section. State Secretary of the Ministry of Infrastructure and Regional Development Constantin Borosan informed about the main areas of activity this year, naming the preparation for the cold season 2023-2024 as the main priority in the energy sector. With regard to the regulatory framework, it is planned to develop an Energy Strategy of Moldova until 2030 with a vision until 2050, to amend the Energy Law in order to transpose an adapted version of the EU Regulation on guidelines for trans-European energy infrastructure, as well as the Electricity Law for transfer of the EU provisions on the integrity and transparency of the wholesale electricity market and the elimination of a number of restrictions reported by electricity market participants. Amendments to the Law on Heat and Cogeneration Promotion are also being prepared, a bill to create and maintain a minimum level of petroleum products stocks will be approved, a law on an energy efficiency fund for residential buildings will be approved, and a National Office for Sustainable Energy will be established. In total, the government's action plan contains 18 energy measures.
