
Moldova receives from Ukraine the entire Russian natural gas supplied in transit - Vadim Ceban.
Chairman of the Moldovagaz board stated this while explaining the mechanism of Russian natural gas supplies to Moldova through Ukraine and its accounting. In particular, Vadim Ceban wrote in his telegram channel that starting from 2021 Moldovagaz and Gazprom shall determine the volume of natural gas supplied to Moldovagaz, in accordance with the Agreement on cooperation between Gazprom and Moldovagaz JSC for the implementation of contracts on natural gas supply to Moldovan consumers. Under the agreement, the volume of natural gas is determined by daily nominations sent by Moldovagaz to the supplier, confirmed by it and the transmission network operators in Ukraine and Moldova. The Moldovagaz's nominations should not exceed the average monthly contractual volume of natural gas supplies to the country. At the same time, Vadim Ceban noted that the transmission network operators from Ukraine and Moldova signed an agreement on cooperation at the points of inter-state connections Oleksiivka and Grebenyky, in line with the requirements of the Codes of Natural Gas Networks in force in Ukraine and Moldova. The agreement stipulates procedures for the regulation of all cross-border operations for the accounting and management of physical flows of natural gas transmission in different directions, including simultaneously and in opposite directions, as well as the maintenance of the operational and balancing account (OBA), in which the difference between the network users' nominated and measured gas volumes is recorded. The magnitude of this difference is determined by the consumers' demand for gas and depends mainly on climatic conditions in the cold season. Vadim Ceban specified that in the first half of November the difference between the nominated and measured gas volumes reflected on the OBA was substantial, since the registered average air temperature was higher than the meteorological norm, specific for this period of the year, which caused a later than usual start of the heating season. Accordingly, taking into account that Moldovagaz had no possibility to store the gas volume not demanded by the country consumers in the first half of November and to refuse it, under conditions of limited gas supplies from Gazprom (51% of the volume stipulated by the contract), would mean to create an irreplaceable deficit for the second half of November, a certain part of gas temporarily remained in the networks of Transmission Network Operator of Ukraine and was reflected on the OBA of Oleksiivka and Grebenyky inter-state connections points. "In this context, we declare that the Transmission Network Operators of Ukraine and Moldova have always ensured the transmission of natural gas volumes indicated in the confirmed nominations to Moldovagaz JSC.
